PSEO Program
To join the PSEO program, you’ll need to work with your high school guidance counselor and complete the online application for WSU.
The Post-Secondary Enrollment Options (PSEO) program allows Minnesota high school students to take courses at WSU for dual high school and college credit.
PSEO students don’t pay for tuition and course-related fees, and they receive textbooks at no cost. Normal room and board costs apply if you choose to live on campus.
Eligibility Requirements
If you’re starting your junior year, you must meet one of these criteria:
- Top 25% class rank
- 3.50 cumulative GPA
- 25 ACT composite or higher
If you’re starting your senior year, you must meet one of these criteria:
- Top 40% class rank
- 3.30 cumulative GPA
- 23 ACT composite or higher
The application deadline is May 15 for the Fall term or Nov. 15 for the Spring term.
Complete the online application for Winona State University.
You can pause and save your progress if you’d like to come back later.
But it often takes just 15 minutes or less!

Work with your high school counselor to complete the MN Department of Education Notice of Student Registration Form.
PSEO must be approved by a high school official before submitting this form to WSU Admissions.

If you’re using your ACT scores for qualifying criteria, you need to submit those to WSU Admissions as well.
To continue in the PSEO program, you must re-apply each term of enrollment, meet eligibility standards, and maintain good academic standing at WSU.
